U. S. Department of Education (ED) regulations affecting state authorization of distance education, issued in December, 2016, that were to take effect on July 1, 2018, addressed with considerable complexity the obligations of institutions to make certain notifications to students enrolling in programs intended to lead to professional licensure. While those rules have now been delayed until 2020 (ED has scheduled additional negotiated rulemaking), the underlying issue of appropriately informing students whether their successful completion of the program in which they are enrolling will enable or qualify them to take professional licensing exams necessary to practice their chosen professional discipline in the location they intend remains.

The NC-SARA Board met in Memphis, Tennessee on November 1. Eighteen of the 22 Board members attended the meeting and three others participated via telephone. Draft minutes of the meeting will be released in early December.
The NC-SARA board will meet in Memphis, Tennessee on November 1, preceded by a reception and dinner the prior evening. A copy of the board’s meeting materials (including the agenda for the meeting) is available HERE.
We are pleased to release two documents relating to SARA: the NC-SARA 2018 Enrollment Report (available HERE) and the NC-SARA Out-of-State Learning Placements Report (available HERE). SARA institutions each spring report their enrollment data to NC-SARA; this analysis covers the third annual reporting period.
At the upcoming NC-SARA board meeting, scheduled for November 1, 2018, the Board will consider 2 modifications to the SARA Manual and related polices.

The Board of NC-SARA will have a vacancy due to the resignation of M. Peter McPherson, President of the Association of Public and Land-grant Universities, who has served on the Board since 2013 and was its founding Vice-Chair. We solicit nominations or applications to fill this vacancy.
Berkeley College, NC-SARA, OLC, Quality Matters, and WCET have formulated a set of questions to help students navigate their online education options and determine the environment that best suits their preferences, education goals, and work/life balance.
NC-SARA is pleased to announce that Massachusetts and Puerto Rico have now joined SARA. Massachusetts’ application has been approved by the New England Board of Higher Education; Puerto Rico’s application has been approved by the Southern Regional Education Board.
